The Ministry has developed three methods. The first method focuses on calculation of all scientific papers written by Russian researchers. An idea of the second method is to calculate academic articles that were made as a result of research projects supported by the Government. The third one aims to define how many articles were published by universities and research institutes.

The representatives of Russian academic community assessed this project. Professor Alexander Bukhanovsky, the head of the Chair of High Performance Computing, supposes that the first and second methods are the most important.

“These methods will make universities train their own researchers rather than attract scientists from other universities and buy their papers. ITMO University as well as all Russian research centers need it,” noted Mr. Bukhanovsky.

Ekaterina Mikhailova, the head of Strategic Planning and Ranking Research Department of ITMO University, thinks that thanks to the first method the number of research papers will increase.

“The quantity of scientific articles affect the position of a university in international rankings. The more articles a university publishes the better reputation it gains. International academic collaboration is also very important for university`s prestige,” mentioned Mrs. Mikhailova.
