Alexey Repik, the president of “Business Russia”, shared the idea of the “All Russian Technology Transfer Agency” at the Russian business forum in May, 2015. The main principle of this Agency bases on the collaboration of the government, business and innovative universities.

Vladimir Putin, the president of Russia, supported this idea at the St. Petersburg International Economic Forum 2015 (SPIEF). Mr. Putin noted that it is necessary for Russia to participate in transfer process.  The president gave an order to fulfill this project and present the results by August 2015.

Alexey Repik underlined at his report that Russian business area cannot provide technology transfer using its own resources because this program is very complicated. The only thing, which ensures the success of this process, is an active involvement of all participants.

“Nowadays technology transfer is a very important part of import substitution process. Moreover, in future this project will provide increase of exports,” said Mr. Repik.

Nina Yanykina, the head of Project Management and Innovation Department and the representative of the Association of University Technology Managers (AUTM), noted that taking into account up to date economic climate this project is very reasonable because it is connected with intellectual property protection and right holders interests.

“The key initiators of this idea are government and business, so universities also have to participate in it in order to be involved into technological business processes and affect markets grouping.”
